surface rust

My neighbor found a hood at the junkyard for his truck,it just had some surface rust.He did not sand it off as I had suggested,he did it the lazy way and just primered it with rustoleum and shot five coats of enamel paint on it.I think that for more peace of mind,I would have sanded the surface rust off first.Will the surface rust bleed through the paint eventually?
