I would check the collaborator bowl. The problem is probably there.
Seriously, check the linkage to make sure it is free and that the return spring is working correctly.
On mine, the linkage was so loose that the stock spring could not pull the throttle fully closed. I had to add a second spring nearer the throttle plate linkage.
