Using an air impact gun tends to rattle them loose. If you get it to move even a little you can get some penetrant in there, let it soak, then tighten/loosen until it's out. It's also possible to drill a small hole down through the bolt head, but you run the risk of drilling a partial hole into the head - at least you get some penetrant in there. If you happen to break one, use a drill that's a neat fit in the hole to start the drilling process before you remove the head, that way you know it's in the middle.
