I guess that depends on what you mean by "designed". Sure, Dodge used a lot of off the shelf stuff from suppliers, like bearings and seals, because they already met their requirements.

But, you can bet that Budd wasn't totally, (or maybe even largely) responsible for the design of the PW sheet metal. Dodge had a whole organization responsible for overseeing the development of new vehicles.

The people who were involved in this process are gone. There is no way to say who did what at this point. For most things, there were probably just too many people and organizations involved to know exactly.

It's probably safe to say that most items unique to Dodge were developed from specifications, if not designs, supplied by Dodge.
