I would ship them at least partially inflated so there is no chance of the tires dropping down from the rims and getting water or crud in there. Last lot of landrover ones I sent palletized, I left enough air in so the rims came together but the tires couldn't slip. I left the air out of the top one until I had them strapped down, then inflated it until the strapping was TIGHT. Worked well and air doesn't weigh much anyway ;-)
