Carb is correct. It is missing the fuel filter however, and the air cleaner mount is not the Power-Wagon version. Early carbs did not mount turned forward like WCs. You might be thinking about the earlier ET1, ET2, and ET4 carbs that had the integral fuel filter where the fuel line entered at a right angle to what is in ebay auction.

In the attached image an ET4 is on the left. You are viewing both carbs as if you were sitting in the passenger seat. Fuel line enters the carb above the fuel filter "away" from the viewer and travels towards the radiator for a short length before turning towards the fender. An E7F1 is show on the right. It is like the carb in the ebay auction. The fuel filter is a separate assembly with a glass sediment bowl that attaches to the carb.
