With the "square top" Carter CARbureTER, you NEED to have the engine running to check the accelerator pump. Without the engine running, you can pump the gas pedal until yoou are blue in the face and you will never get the accelerator to squire any gasoline. Engine not runing = no vacuum = no vacuum = no movement in the accelertor pump.
Junior
