I assume you're converting to 12 V. Both of my sno-cats have 6 volt Mopar heaters that were barely up to the task when I got them. The cats are both 12 volts everywhere else. I found a resistor that would drop the voltage at the heater motor to around 8-8.5 volts, which is low enough not to burn out the motor, but high enough to give it considerably more push that I was getting out of it at 6 volts. Consider that a 12 volt motor will only blow as hard on 12 volts as a 6 volt motor blows on 6 volts. Old heaters usually need all the help they can get, and upping the voltage a bit really helps.

As for the dropping resistor, I find an ignition ballast resistor is usually pretty close to the right value or is at least a good starting point. They're about 1 ohm, which means they'll drop 4 volts at 4 amps, which is in the range of what a heater motor draws, and they're easy to mount and can handle the heat dissipation. It's worth a try anyway and is cheaper than a new motor.
