The center punch just has to start the flare, a few whacks will usually flatten things pretty good after that. Maybe you need a blunter punch?

Though the right rivet set has umm a little ring? ground in the end to match the shape of the OE end. Leather workers use the same rivets and a table top press, similar to a Whitney punch. Might not be deep enouhg throat fro hoods, but they may be a source for extra rivets.
