IIRC, bending the upper tab up let the shaft move to an inward angle, allowing the inner end of the latch/handle to fit out of the slot in the hood. Maybe the bottom tab needs to bend a bit too? 4-5years ago...

The rivets are hollow on the ends, right? While the usual machine is a foot powered press, a serviceable job can be done by flaring the end a bit with a umm dull center punch , and further up-setting with a few hammer blows. Back the head side up with a hunk of iron or a bigger hammer as a 'buck'. It's called 'bucking rivets'.

For the fender rivets, the buck I used was a length of 3/4 steel rod chucked in a lathe, then used a small wheel in a die grinder to hollow the end in a concave radius approximating the rivet head. I left it long for the mass needed, for the anvil effect. I'll need to look , take inventory, Get with me Nick for the loan.
