The way you describe it, and from what I can see in the picture, it doesn't have a shaft key. Is that correct? If so, it should be pretty easy to mount it on the lathe, clean out the bore so it's round, centered, and perpendicular to the face of the pulley, and then turn a sleeve from a piece of pipe or something. The sleeve should be bored undersize initially, and the OD of it should be a tight interference fit in the pulley bore so that when you press it in, it'll stay in good and tight. This will make the ID of it even smaller. Then go back to the lathe and carefully enlarge the bore until it fits neatly on the shaft. Of course you'll then drill the hole for the set screw through the sleeve and tap it. Given the offset of the pulley hub relative to its flange, I think it might be hard to find a stock industrial pulley that's a drop-in replacement. Plus, I like cast iron. I would sleeve this one since it's just simple lathe work. The trickiest part will be getting it mounted so it runs true on the lathe. Might take some creative clamping and some trial and error with a dial indicator.
