it is a meter that measures the time the points are closed. it measures in degrees. so if you set your points with a feeler gauge, you then hook up the dwell meter and start the engine, check the reading and if off adjust points open more or closed more to get the correct setting. specs are in the manuals. good new meter costs about 40 plus. used ones are on ebay all day.
