I assume the reason for putting your garden on the roof is so the neighbors don't steal your plants. Around here they just usually grow them in a basement closet with halide lights. I don't know about waterproofing the concrete. Why not just grow them in pots or hydroponic? Make sure you shame some with Officer Friendly so you don't get busted.
