I think that was the year when the big rigs were running with chains on all of I-90 across Eastern Washington for most of the winter. It was just a winter with a bad combination of weather that kept the freeway icy for a long time. I was driving back and forth every month back then, and I could practically watch the ruts get deeper. I believe they ended up repaving nearly the entire freeway. Most of it just got a layer of asphalt, but in downtown Spokane they tore out and replaced the concrete. I can't say I blame that all on studs, and besides, studs are actually useful in Spokane most of the time. Where it's nuts is on the west side where there's almost never any ice on the road, and yet everybody wants to wear studs anyway, and I'm not just talking about the leather-and-hardware kids on Capitol Hill.
