You are correct, so far as I know, that the Budd wheels never came with surge brakes. Though there is a spot to install the wheel cylinders, though I'm not sure whether they take the M37 cyl, or two half-cyls. PW/M37 hubs and drums.
I'd like surge brakes on mine, sure don't like the idea of a loaded trailer pushing my truck around.
M101- lateral motion to brake handles

M101a2- surge brakes, eight lug wheels to match the Dodge Pickups
