Grab an issue of Hemmings Motor News and read the fine print in the front. There is usually letters from folks or groups up on this. After living in California I know that over the past few years they tried a few ways. One was the usual, coming down on folks who had "junk" vehicles parked on their property or lots. They then tried to enact new smog legislation tougher than on the books now. They started setting up "smog dogs" (monitoring devices) on freeway ramps. Because the classic cars are usually exempt from smog checks, these "dogs" and the news standards picked up on the "lead burners". This got shot down for the time being as people heard about it and got outraged, mainly collectors.

Nationwide they have a deal going now, do not remember the name of the program but the big companies can trade "pollution credits" to avoid fines. Some of these credits are derived from the crushing of what we refer to as classic autos.

Pick up a Hemmings and/or listen to "alternative" news or talk shows. You'll never hear Rather tell you about it!
