The guns, sets, and bucking bars in most that most aircraft mechanics have will work for most of the smaller steel rivets. A 4x pnumatic gun would work for the ones on the fenders, a mechanic who worked on larger airplane should have one of those. Rivets are usually softer than bolts, and develope their strength through work hardening. If they are hammered too much they will become brittle. If they're to hard for the tools at hand heat the rivets to cherry red, then set them. I'm sure you've seen the old movies of the guys throwing the hot rivets while building a skyscraper or bridge.
If you can't find an airplane mechanic, grind out a shallow depression in a fist sized piece of hard steel. The depression should be slightly less than the dome of the rivet head, and slightly shallower, so the steel doesn't quite touch the metal the rivet is inserted into. Hold the rivet set tight on the rivet head, and smash the crap out of the tail wit a ball-peen hammer. The heavier the better. Thats what they were made for.
You can make rivets out of hardware store bolt like this, as they are soft enough to peen over.
