Not having the proper tools (a big hydraulic unit was used originally, I think)to handle rivets, I cheated and went to galvanized carriage bolts with the rounded heads for the pad on the rear of the fromt fenders on my B-4 PW.
I think you have to know PW's pretty well to see the diference.
Faced with a similar problem when I rebuilt my tail gate, I used 1/4" hex heads instead of rivets since there were no suitable carriage bolts available. (I *have* rivets for the tail gate, but have no reasonable tool to deal with them.)
