318's are famous for plugging up in the intake manifold heat chamber. To fix this, drain coolant and pull the intake manifold. Then, using a punch and chisel and much swearing and scraping, clean it out. the passage from the heads may also be clogged. After all is cleaned, free up the heat riser valve or install a new one. This would be my next step.
