The two small bolts (way under sized) are always left in the which housing when the shift arm breaks off. They are almost always easy to remove. I have done it 4 times on very old winch housings. The threads were saturated with gear oil so there is usually no rust. On some I have backed out with my fingers or use a very small revers drill bit and they come out before the bit can get very deep at all.

The only reason these break is when someone tries to force the dog in or out when there is pressure on it. So the little bolts snap off. I have considered drilling and taping the holes in the case bigger but then there is not enough room in the mounting "U" piece for the larger bolt heads. May be an allen head bold would work
