Matt that is not a dust cap it is the axle shaft. Remove it and get the right size soccet to remove the bearing adjusting lock nut, don't use a punch or chisel. Check the wheel bearings and races in the hub after cleaning, replace the wheel seals, remove and replace the Wheel cylender don't try honing and just replacing the cups. Might as well replace the brake shoes while you are in there. Don't bother removing the sloted screws that hold the drum to the hub unless you need to replace the drum.
