I'd say disconnect the linkage from the carberator and be sure it moves freely.
If that does move free.try the pedal without being hooked to the carb.
Probably frayed or rusted in the sheeth from age. Try to get some type of lube dowu he cable inside the sheeth. Hope that helps you.
