It is called a Donaldson Valve.

Dave, you are getting a heck of a vacuum leak by not having the system routed correctly.

You must route the line from the oil filler tube to the top of the carburetor, directly under the air cleaner. Since you have dual carbs, you may not have the correct carb anymore with the correct port to hook up this line. I believe some of the military trucks ran this line directly to the air cleaner (inside, post-filtered air).

If you do not have the correct carb, or an air cleaner that will accept the line, then you need to remove the line and plug the hole at the oil filler tube. Then, you need to install a filtered filler tube cap. 2wd trucks and cars had this cap.

In any case, the oil filler tube is where the clean filtered air inters the crankcase to replentish the contaminated air that is being drawn out.

To draw out this contaminated air, you need the Donaldson Valve hooked up correctly. There is an arrow on it indicating direction of flow. That arrow should be pointing to the line running to the intake manifold. Contaminated air is drawn out of the crankcase and drawn into the manifold where it is burned in the combustion chamber.

If you have a dual carb manifold, you may have another problem. There may be no place to connect the line from the Donaldson Valve. If not, you need to remove the Donaldson Valve and install a road draft tube in its place bolted directly to the crankcase. These parts are also found on 2wd trucks and cars. This draft tube will draw contaminated gasses out of the crankcase, only while the vehicle is moving at speed, and vent them to the atmosphere. The EPA will love you for it.

Power Wagons were designed to be used for stationary use. Even while being driven on the road, they were not designed to move fast. This is why they all came from the factory with a closed crankcase ventilation system with hard plumbing between the oil filler tube and carb, crankcase and Donaldson Valve, and Donaldson Valve and manifold. It has little to do with the military system designed for fording water.
