That looks like one I saw in CDOT's barn on Monarch Pass while working on their grader about 12 years ago. Can't remember the exact year of the truck. It was still in service then. Saw a water truck which looked similar to that FWD in Creede this week, it had a Coleman front axle. Didn't get a pic though.
