Yes. Your picture shows you are missing the clutch shifter. And, your winch is engaged, so whatever you do, don't engage the pto unless you reverse it so the cable will unwind. Have someone watch while you barely release the clutch to make sure it's not winding in, or you will break something. Look at the winch in this picture. You will see the linkage and lever you are missing. You will need to find a source for the lever, etc. Vintage Power Wagons probably has them.
