There should be a little lockout plate that keeps you from moving the pto lever until you lift it out of the way. Center position holds the pto in neutral. Shifting the lever forward should engage the pto to wind the cable out. Shifting the lever rearward should engage the pto to wind the cable in. You also have to engage the "dog" clutch on the winch. There should be a handle on the right side of the winch, close to the grill. Sometimes these are broken off and missing. If you are lucky, yours will be there. And they are usually real hard to move, if they aren't used regularly. Try spraying around the clutch with some PB Blaster. That might loosen it up. Here is a picture that might help. And there is an exploded view of the winch if you look through the material on the home page.
Give that winch the greatest respect and use it with extreme caution. They can break lots of things and remove fingers or hands if you get caught in the wrong place with the cable.
