The oily/fuely/carbony gunk on the center electrode insulator shorts out the spark. Clean with carb spray, dry with a blast of compressed air, and they ought to be servicable. Heat migth help too, to dy out the stuff inside- plugs are made of several layers.
But they won't work if you haven't fixed the root problem, either flooding or poor spark.
