pull the wheel and adjust using the window in the drum. the lower adjusters are not like the upppers. the lower ones actually move the shoes up and and and in and out. IT takes some patience to get them correct. It is important to have them adjusted just right. these systems are fixed anchor or non servo brakes. later drum brake systems the shoes float (servo type) and find there own center, these do not, so the lower adjuter is set they way I described for that reason. read manual is you have one.
