Use aircraft stripper. I used it to remove real old undercoating and also for removal of spray-in bedliner.
I got mine at an Oreilly Auto Parts store, but most parts stores have it with their paint and body supplies.
Be sure to wear protective gloves, as this stuff will burn your skin.
