Any road tar removal remedies I can try?

I working on a set of Utiline fenders that have a fair share of road tar on the under side. What do you use to soften and remove this build up? I'd like to get them clean for paint and or undercoating to keep the stone chips to a minimum. Any good products or home cooked recipes that worked well for you? Thanks in advance.
