If your hubs have used bearing cups in them the bearings need to stay with the cups they were originally run in.
The hubs spin freely but when you bolt the drum to one of them it is binding and when you slip the drum on the hub it goes on easy and binds only after you put the three retention screws in the drum to hub.
Sounds like maybe the backing plate is warped or bent thats my guess. Could also be the toe or heel on the shoe needs to be beveled and arced to the drum. Try it with the shoes removed.
Its always something that requires a couple of step backwards.
