Is that the same engine used on the larger vietnam-era MEP series generator sets? The number that comes to mind is "OA32", but maybe that's the 2-cylinder version. They made 2 and 4 cylinder versions of the same engine. Made by Continental, I think, rather like an aircraft engine -- light, air-cooled, overhead valves, pushrods running in separate tubes, lots of aluminum, magneto ignition. People soup them up and use them in ultralights nowadays. Or maybe it was the "mule" that used the same engine as the gensets. If yours is the OA32 or a variant of it, you would have a lot more sources of parts. Saturn Surplus is pretty big on genset parts.

Of all the suggestions, I'm leaning towards a valve not opening as being the cause of the problem. Could be a bent pushrod, loose adjuster screw, or some broken part. That would give you good compression and no response to swapping plugs and wires around. Not sure about the timing having to be set way off, though.
