Do you mean a primer lever on the fuel pump, or a primer pump on the dash board that injects fuel into the manifold? I've seen M37s with dash-mounted primers and manifolds set up for them. My understanding is the manual primer lever on the fuel pump itself was not used on M37s with fording kits. Perhaps part of the fording kit mod was to add the dash mounted primer.

On the other hand, the two types of primers have completely different purposes. The manual lever on the fuel pump is to be used to fill the carburetor bowl, whereas these dash-mounted pump draws from the carburetor bowl, so the carb must already be full. Essentially, the dash-mounted pump does exactly the same thing as pumping the throttle pedal on a carburetor with an accelerator pump, so if the carb bowl is full and the accelerator pump is working right, I'm not sure why they would ever need the dash-mounted pump.
