Just for kicks you might try spinning the starter a while with it NOT engaged in the ring gear. If it still gets hot way sooner than it should, or binds up, you'll know the real problem is in the starter and you won't waste time messing with the fuel system, battery voltage, etc. If the starter has a shorted turn, especially in the armature (spinning part) it will get hot and won't make as much torque as it should. A shorted turn in the field has a similar effect but not as dramatic. Could also be binding up mechanically, I suppose.
