The decompression valve/release lets you spin the motor over faster allowing you to pull more fuel into the cylinder and make it easier/faster to start. I'd HIGHLY recopmmend using it as it will save not only your energy but you put less wear and tear on your starter, meaning rope and internals.
Ask anyone who has run a 2 stroke motorcycle and you can foul a plug in a heartbeat. Rule of non starts is to start with the easy stuff.
