A bit of rubber hose between needle and seat can hold the needle open, and flood the carb.

To test for this, start it up, pinch the fuel line (or turn off the elective pump) and let the carb run dry. Engine will die. Now re-start pump and/or engine. The inrushing flow of gas will flush the crud out of the needle, we hope. If that fixes the prob, you are all done- until the crud clogs something else.

How did you treat the ends of the steel lines when doing the pump mods? Raw sawn or clipped with dikes don't do it. Need to roll the ends, or use additional fittings to transition to rubber.
