FYI, I looked at the truck, last year, when it was in Seattle at the broker who handles equipment sales for the city of Seattle. It was the last of a fleet of power wagons that Seattle City Light used on theire Skagit River power facilities and dams. I bid on one of the first units they surplused in about 1990 and they were pretty beat but viable. I think I bid $1500 on that one and got out bid.
I drove this one around the auction yard and it did seem to run great. I didn't bid on this one because I thought it would be in the $13,000 range. I believe, if my old memory is correct, it went in the $16,000 range. Note the brackets for an A-frame on the front bumper and brackets on the front corners of the bed. It had the A-frame when I saw it.
I'm not disputing anything the seller is stating and as I recall, the surface rust you see is about all there is.
The guys that used this truck really did care for it since it was the last of the fleet.
