I suppose it is easy enough to try torquing the bolts, but I don't hold out a lot of hope that would solve it, assuming it is a gasket. I am not saying I doubt it is a gasket, just being objective. There have been countless engines put together without having a subsequent tightening of the bolts and they have worked fine.

Get it to reach a coolant level it will hold and let it run a while. See if it continues to issue bubbles. You can carefully restrict air through the radiator, watching your gauge, to raise the temperature some from what it attains at idle.

Are there any signs of coolant in the oil, or oil in the coolant?

If you continue to get visible bubbles, or if it continues to blow coolant out when it should have reached a level of equilibrium, then I would try replacing the head gaskets first.

Was this ever right before? Is this a new problem? What do we know about the castings?
