The soft rubber gasket farther down seals the cap to the neck. Seals in the pressure.

A gasket just inside the claws seal the overflow to the top of the neck. Usually gasket paper, they tend to break. That seal is needed so that the contraction as the engine cools can suck fluid back in from the overflow tank. This might be Tim's only prob, the expansion pushed coolant out through the leaky gasket.
