The wax expands when hot, shrinks when cool. It actually fluctuates, within a narrow range. Might even be pretty stable in the middle of it's range. Then on a hill, the water gets hotter and it opens a bit more.
It actually sound like you may have the thermostat installed up side down. Makes them slow to open, so steam blows the coolant out the wrong side of the system- up through the lower hose. Then, once the thermos does open, the hot water flowing through keeps it open. Copper slug with the wax inside goes towards engine.
