Trailer Tires

I examined the trailer tires on my 18 foot twin axle car hauler after getting back from Vermont. The outside 2" or so of each tire looks like it was mounted on a lathe and turned down an inch or more to where there is absolutely no tread at all. The inside edges are all seriously cupped. I'm thinking the tires were under-inflated. They are bias ply. The sidewall says 2,500lbs at 50 psi. The tires are holding 48 psi.

Is 2 psi under-inflated enough to cause this kind of damage or should I be looking for other problems. One of the wheelbearings was dragging at the start of the trip, but loosened up when greased. My gas mileage was down the entire trip.
Should I run them over-inflated? What about switching to radials?
