Fuel tank filler neck

So Im sittin here doin some paperwork on my computer on the fire, and it goes to the screen saver. Which on my computer is virtually every picture of a power wagon ever posted on the net somewhere.

Well ones come up of, i forget whos truck it is, of the back end. The bed is under construction, the bed strips and crossmembers are there, the tank and filler neck. That makes me think of mine.

My filler neck has a "plate" of flat steel welded to it, three holes drilled in it. This was then bolted to the bed wall. I thought when I took it apart that it was rather odd that the plate was welded to the neck, then the plate was bolted to the bed. No flex. Then I see this picture, so I went to my pw pic folder and look at them closer. Sure enough none of the pics I have of that area have anything welded to the neck. So someday when I get home, I'll cut the plate off.

So is there a rubber seal or something that fills the gap between the neck and bed side? And for that matter, whats the caged nuts on the bed around the filler neck hole for? Something bolt there?

Well I guess I'll try to get some sleep before we get back at it.
