I understand the problem your having and believe it. With all being correct, the hub should slip right on. Sitting here 1000 plus miles away and not being able to see or feel, I will make two guesses. I believe both are prudent and need to be checked.

1. The new inner bearing is the wrong part number or out of spec, or mislabeled.

2. The inner seal is the wrong part number or mislabeled

You need to re-confirm part numbers and measure both compared to known good parts.

Either of the above could easily cause the problem your having. This is the best guess for a Sunday Morning.
