Trailer brakes should not lock up with modern controllers. Proportional controllers have been on the market for quite a while. My controller is tied to my brake pedal with a aircraft stainless steel cable. The electrical drive to the trailer is directly proportional to how hard I push on the brakes.
With my set up you never feel a surge or drag as the trailer brakes hit stronger than the town vehicle. Its just one smooth stopping force.
