everyone answered the locking up possibilites. on the being able to lock up the brakes, yes u should be able to. IF your shoes have been arced to fit and you have adjusted the shoes according to the manual they should stop great. The adjustment on these type of fixed (non-servo) brakes is critical and getting them just close enough like on later floating (servo) type brakes is not sufficient. They must be set just right in order to obtain maximum shoe to drum contact. Only once on a 49 PW I could not get to stop well even with arced shoes and precise adjustment. IT turned out the shoes were from NAPA nad were their lifetime guarantee linings and were WAAAY to hard of a material to work well. had some shoes relined with ABEX lining and it stopped like a new truck. Take your time when adjsuting. IF the truck ahs the shoes on it that u bought it with then pull then drums and inspect the wear pattern to see that the shoe is making full contact with the drum.
