Seems I was 1 1/16" shy? Scissors, then punch the holes by fittin the gasket on, locate the holes by finger pressure, and whack a Pachinko ball that is over the holes. Excellent punch method.

Saving samples of steel balls is a good idea. In fact, I save EVERYTHING. Hey, if a Pachinko ball comes in handy, you never know when you'll need some other part. I get it from my Dad, who used my cherry 1941 Command Car front bumper as a fence post. He pounded it into the ground until the end was munged up.
