The pedal will go down further when the engine is running. The reserve vacuum inside the booster will work for a couple brake activations.
So basically, what you have is a 'low pedal'. Could be the shoes need adjustment. Or air in the system.
Or possibly the push rod in the booster is short, too much free play between booster and master cylinder.
What kind of vehicle?
