Belt Pulley Questions

I would like to put a belt pulley on my '63 FFPW but have some questions.
1) Does it have to use a governor? (I realize it would be better.)
2) Is there any way to put a governor on a 251 engine?
3) Anyone put a pulley on a '61 or better?
4) Anyone have contact information for Clint Dixon?
