You probably have the TRACTA axles (Round cross ball) that both axles fit into. The axles as a unit, are free to move from side-to-side. What controls the axle's side movement limit is the brass bushing in the trunnion and the knuckle (spindle). There is no adjustment to be made, and some movement is needed by design. Yours are just worn and should be replaced. The plug in the end of the hub flange only keeps dirt, dust out of the system after manufacturing. If your full-time, you may want to try and get some free wheeling hubs to minimize wear on the components.
