Mike is correct, I run the Zero Rust website and am always interested in hearing feedback.
How soon after you shot the ZR did you shoot your topcoat? More often than not, users do not allow ZR adequate time to "flash" off and cure before applying their topcoat and the result is that it takes even longer for the volatiles to escape. This is made worse by many topcoat materials use of acetone which can dive into your primer and cause problems too.
Over time the Zero Rust will cure and toughen up-just be patient.
